简要规格描述或项目基本概况介绍、用途：本项目红线范围内的所有给排水管线拆除及其他因红线范围内给排水管线拆除而实施的搬迁工作，为实施给排水管线拆除搬迁而进行的一切附属工作内容，并负责办理一切前期手续、道路赔补、图纸设计，通过管理部门的验收等一切手续。            

Brief specification description or basic overview of the project: All water supply and drainage pipelines within the red line area of this project, as well as any relocation work carried out due to the removal of these pipelines, all auxiliary works related to the dismantling and relocation of the pipelines, and the handling of all preliminary procedures, road compensation, design drawings, and administrative approvals, including passing inspections by the relevant authorities, shall be the responsibility of the contractor.            

合同履约期限：计划20日历天完成所有工作内容。（开竣工日期以实际日期为准）        

The Contract Period: Plan to complete all work within 20 calendar days. (The actual date of commencement and completion shall prevail)

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单        

(b)Qualification requirements to be met to implement government procurement policies: 1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, 2. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (****** gov.cn) or China Government Procurement Network (****** gov.cn)        

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）本项目专门面向中小微企业采购；
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（4）具备市政公用工程施工总承包三级及其以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人：需具备市政公用工程专业二级及以上注册建造******委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在磋商响应文件递交时不得调整，不得有在建项目（通过上海市建设市场信息服务平台******/查询、截图）；
（7）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
（8）本次招标不接受联合体投标，不允许合同转让与分包。
